Introduction to IMCP

Pakistan’s NGO sector faces exciting new challenges. The gradual recognition of the place of civil society within both public and private spheres, and the availability of funding from donors, has allowed tremendous growth in the number and scope of non-profit organisations in the country.

There are, however, major obstacles that need to be tackled. Most NGOs suffer from weak management and limited access to resources, with faltering attempts to scale up their operations. At the same time, the often long-drawn-out process of securing government certification weakens the credibility of the sector as a whole, while restricting access to donors and depriving NGOs of the benefits of tax-exemption.

Objectives

The Institutional Management and Certification Programme has two primary objectives:

1. To strengthen and expand the competitive base of Pakistani NGOs to meet the management standards required for a USAID award.
2. To orient NGOs toward necessary requirements for certification as a non-profit organisation set by the Government of Pakistan, the Central Broad of Revenue, or other certification agencies.
3. To engage key leaders in the NGO sector and to inform them about the programme.

Implementing Team/Partners

IMCP is implemented by the NGO Resource Centre, with AKF-Pakistan and AKF-USA providing technical support. Local and international consultants will contribute to the process of project implementation.

Universe of Pakistani NGOs

The project objectives are located within the larger framework of strengthening NGO management capacity through direct training and promotion of management standards, as illustrated in Figure 1.

The four concentric circles in Figure 1 represent the universe of Pakistani NGOs. The outermost circle represents the great majority of NGOs that are not likely to be USAID- or CBR-ready within two years. In the outer middle circle (shaded grey) lie organisations that currently possess the capacity to become CBR-ready through IMCP. The inner middle circle (green) represents organisations that have the capacity to become USAID-ready through IMCP.

The innermost circle (shaded grey) represents those NGOs that are already meeting USAID and CBR management standards or currently possess the capacity to seek out assistance to meet such standards. By providing training and support to
organisations in the two inner circles, IMCP will enable them to move into the innermost circle. At the same time, by raising awareness in the outermost circle about the benefits of improved management standards, IMCP will stimulate a shift from the outer circle into the two middle circles. NGORC will continue to offer training, feedback and support to organisations reaching the middle circles after the two-year programme, but on a cost-recovery basis.

Expected Results:

At the end of the two years, IMCP is expected to achieve the following:

§ Close to 40 organisations will expand their programmes after attaining management and accountability competence, thereby widening the set of NGOs that USAID and other donors can work with.

§ Some 80 organisations will be given training on the requirements of GoP certification as a non-profit organisation.

§ Increased mutual trust between the government and NGO sector may create more concessions and incentives, thus widening the universe.
